Phylicia Jones Hill, M.Ed., is a seasoned entrepreneur and business leader with a strong foundation in education, leadership, and community service. As the co-founder, CEO, and Managing Director of H5 Strategic Alliances LLC, Phylicia plays an instrumental role in the company's success. Since its inception in 2013, and full launch in 2018, H5 Strategic Alliances has grown into a full-service IT professional consulting firm. Under her leadership, the company has expanded its team to include ten employees and 30 contractor resources, and a number of partnerships growing the business to hit a million in sales within 4 years exceeding its 5 year goals.
With an educational foundation at Howard University in Marketing, Bachelor of Business Administration from Texas Southern University and a Master’s in Educational Management from the University of Houston-Clear Lake, Phylicia’s educational background complements her extensive career. A career that started in government public relations, then moved to retail and commercial management, before landing in education where she worked for over 21 years, serving in various roles, including Career & Technical Education Coordinator for Spring ISD, where she managed business partnerships, teacher development, and career readiness initiatives for hundreds of students and educators. Her commitment to education continues as she serves as President of the Spring ISD Career & Technology Advisory Board, providing scholarships, grants, and certification reimbursements.
In addition to her work as CEO for H5, Phylicia is responsible for executive leadership and operations. She is a graduate of the Goldman Sachs 10K Small Businesses Accelerator Program and the SBA’s T.H.R.I.V.E. Emerging Leaders Initiative. She received the Emerging 10 award by HMSDC for recognition of innovation and community impact. Phylicia’s dedication to community empowerment and entrepreneurship supported by the growth of her company earned her the title of 2024 Houston District Minority Business Owner of the Year by the SBA.
